You can allow Users to submit Tickets through Messenger as well as launching Chats.
To turn this function on go to Channels > Chat > Messenger Setup > Ticket Form and enable.
Here there are also some settings for the Ticket properties and the copy that appears on Messenger.
Form Options

Department:
You can either give the User the option to select this from the form or select a default (which hides the option on the form).
Set Department/Suggested Department:
If you decide to set the Ticket Department for your Users you will have the option to set which Department Messenger Tickets will be assigned to here. If you chose to allow your Users to specify their own Department you will see Suggested Department. This is simply a way to set the default Department choice when the User opens the form.
Subject:
Similarly you can either give the User the option to select a subject or you can provide a default which removes the field from the form.
It can be useful using the default here if you want to easily identify Tickets that have been submitted via Messenger.
Home Screen
Here you can edit the Title, Description and Button Text for the Ticket submission form on Messenger as illustrated in the image below:
