If you find that Agents are creating too many unwanted Labels (such as variants of the same term), you can disable the ability for Agents to create Labels, so they can only apply existing Labels.

You can set which Agents are allowed to create Labels through the  Agent Permissions and  Permission Groups.

There are separate permissions for labelling each type of content.
