You can create custom lists, both from the Agent (check out the Lists page in the Agent Guide for instructions) and Admin interfaces.
To create a new list in Admin simply select the + New button this will open a blank List drawer.
Note
This method of creating a list requires you to use FQL to create a query, whereas from the agent interface you can use the filtering panel to construct a query with the is/is not fields.

Once you've create a List it should appear in the Navigation Panel in the lists tab of the agent interface.
