Add an attachment reminder ala Gmail Under Review

http://www.startupsmart.com.au/technology/gmails-secret-attachment-feature/ This has actually saved me many times while sending emails through Gmail and it would be awesome to have this on Deskpro as well!

Though the reminder should not be blocking. In our case, we often send attachments through a download server. So there will not be any attachment in the email.
