Make it easier to add add/manage content links in Guides Collecting Feedback

Because we have so many guides for each product, some internal and some client-facing, we often have topics with the same name in different guides. When I'm trying to create a new content link, it's almost impossible to know which link goes to the topic you want.

Example - which one do I pick?

My suggestion: Let us drag and drop a topic from our guide's TOC into the topic instead of selecting it manually. That way, we can make sure the topic we want to link to is within the same guide.
