Add option to set default for 'Send comment to JIRA' Collecting Feedback

It would be nice if it was possible for 'Send comment to JIRA" to default to checked so that agents didn't have to remember to do it. If we have a linked Jira issue, we pretty much always want to see Deskpro comments on it.
