Read-Only permissions to Department Collecting Feedback

It would be great to have a "Read-Only" option to apply to Permission Groups on Departments to compliment the existing "Assign" and "Full". This would obviously apply Read-Only permissions to that Department for that Permission Group.

This would be a great feature to have to allow cross-department review of tickets.
