Sort field values in Reports according to a) order set for the field b) highest number Report

Currently tables in reports with list values are ordered in some way (based on value ID?). It would be helpful, however, if I can choose how to sort them:
a) based on the order of values as set in the admin interface for a given field, or
b) based on the number of items in the row
