There is currently no option to translate download categories in the way you can for Knowledgebase articles.
This is a feature we would find very useful.

We recently added support for translating all Help Center items, extending it beyond the previous Knowledgebase Article option. So you can now create translated versions of News Posts, Guides, and Downloadable Files in the same way you could Knowledgebase Articles.
