I would like to be able to enforce captchas for all guests, but only display a captcha for logged-in users based on rate limits. This is currently not possible.
The reasoning is that I'd like to make it as user-friendly as possible for existing users, but if they are mad and spamming our helpdesk (or if their account is hijacked) the system should prevent this.
I imagine one way to do this, is a matrix system (see attached)
