Create a permission for Admins under Admin > CRM > User Groups to allow certain Users to access the Help Center Editor under Admin > User Interface > Helpcenter
This would allow Admins to grant permissions to a 'Designer' User Group so that UI designers could maintain the UI without being able to access tickets or the entire admin interface.
